go to the top level of the parking lot. usually you can see the runways and the planes landing and stuff

Almost all airports still have an observation deck or a concourse with large windows. For reasons of government paranoia, you can no longer go down to the gates just to watch. There is usually also an outside area where local people park their cars to watch airplanes. Just don't violate any "no trespassing" signs.

My sister tried to do this for her daughter, but upon phoning around the airports, it seams like you can't.

How about taking him to an air show? There are plenty of them around as far as I'm aware, especially at this time of year...
