My horse has high withers. I need a western saddle. Help, please?

He's a 13 year old TWH (Tennessee Walker) and has some high withers. Every one of my western saddles either rest on his withers so much it's hurtin' or pinch him. He's gaited, and when I ride in the western saddles, it's uncomfortable for the both of us. I'm using a pad and a blanket, but it still rests on his withers.

Is it the saddle or the pad? Please help and thank you!

  1. probably the saddle.  my friend used two pads with her high withered arab.
