My house owner causes issues!!!?

My house owner has two flats in the same apartment complex. He is a karnataka guy. He is not paying for any costs associated with new construction, like Gates broadened, additional Motors fitted, any common non-maintenance costs also he is not paying. In all the other apartments the house owner is bearing these kinds of costs. This guy, my houseowner is saying we tenants only have to bear these costs too apart from maintainence costs. It seems wrong to me. When asked about these, he is saying, if you are willing pay or vacate the house immediately. He is a local rowdy in Bangalore. How to handle him. Police is no use frankly. Is vacating the house only solution? if it is, please give me tips so that i can take a ride on him like a movie hero without issues to family :-) ... please advice....

He is giving you a good option -- pay or leave. Perhaps you should leave.

your question makes no sense - is he trying to make you pay for improvements to the property? He can't do that. But he is also not required to make any improvements as long as all the necessities are provided.

If this is not what you meant - then you need to clarify your question.

EDIT:  He cannot make you pay for that - he needs to weather he wants to or not it is something all the owners are splitting the cost on and he has to pay his part.  he is not special.
