My husband is out of India. Can I obtain certificate of marriage without his presence in Court / RoM in India?

any way, if the question is for some one else ask the lady to go to the court of the marriage registrar with all documents she has, along with two witnesses ( not parents ), catch hold of a lawyer out side the registrars office, pay his charges, and get the jobe done in a day only. it is quite simple, but of course, costs money

You can get an affidavit made on a RS.100/-  stamp paper provided you have your wedding card and wedding photo.

it is very difficult.  because both person have sign there.  I do not think you can get it easily.  but it is India  you can do every thing if you have some links or contacts with money.  i am sure you must have you wedding pictures.  it can help you also.  if his parents can also verify in the court that your daughter of law.

Plz send a prescribe form to him for his signature with witness then get back and submit in the court and sub registrar alongwith other relevent papers required for registration.
