  1. If your husband is a US Citizen, it is fairly easy for him to file a petition on your behalf.  

    If he's a legal permanent resident with his own I-551, he can immigrate you, but you may have to wait a bit.

    If he's a Japanese citizen and works for the PX, neither he nor you have an avenue to immigrate.

    If he's a Japanese citizen and works for the government of the USA, he may be allowed to immigrate to the USA when he retires.


  2. A lot of laws have changed lately, and only in the direction of becoming more strict.  I wouldn't trust any of the comments you see here; they're probably out-of-date at best.  Contact some one who specifically handles immigration laws for a living.
