  2. I'd start ASAP.  The longer you wait, the harder it'll be.  There are two different ways to teach your parrot to talk.  One way is to train him to mimic what you are saying. This way is far less time consuming, since all you need to do is repeat the same words consistently of what you want your parrot to say regularly each day. The other way is much more difficult, because you are trying to train your bird to talk with some thought process behind what he's saying. This is done by explaining to your bird what you or he is doing in a few small words. For example, each time you are about to prepare some apple for him, say "like some apple" and continue to say that each and every time you feed it to him. Eventually he will hopefully be able to associate those words with the action so that one day he will hopefully ask you for the apple on his own. It's also best if only one person train him - he'd get confused if he was constantly hearing different voices.  Certain birds pick up the skill of talking very easily however not all birds are guaranteed to talk. Certain types of birds are known to talk really well.  African Grey's are well known for their ability to talk.  An Indian ring-neck parakeet is also known to be a good talker.
