No, they don't have to say yes.  Not if they don't cover braces.

No.  If it isn't covered, they don't have to pay it.  My insurance covered 50% on both my kids.  From there it was monthly payment through the dentist.

I'm sorry that your mom has to fight the insurance company to cover the cost of your braces.  No, it's not guaranteed that they will pay anything.

But don't jump for joy.  Despite the soreness (I wore the old fashioned railroad tracks for 3 years), if you need them, you should get them.
