My internet page blinks when I scroll?

I have Cable internet. It's faster than dsl! I just reformatted, its a setting but I don't remember what it was. PLease don't be a jerk when you answer

if your using firefox its normal

and it kinda normal with ie.

ESPESSICALLY if you have dsl.

unless it does it to every page try a disk clean up and try a different browser.

or i could be dead wrong it could have something to do with your

computer or modem.
