My ip address is 90.206.184.251, but rapidshare tells me its 212.134.155.211. why is this?

Every ip related site tells me the same. could it be someone using my ip address?

if you were to run IPCONFIG in the dos prompt is 212.134.155.211 your default gateway or 90.206.184.251 ?

Any computer can have many IP address-Based in number of connection you have-, for an example if your PC is connected to a Local network, an IP will be assigned to this network, if your internet connection is shared in your local network is providing it , your IP exposed to the internet will be a single IP shared to all the computer inside that network.

If you have a direct connection to the ISP, then you will have a single IP that connect your PC to the internet directly.

In your case, the IP (90.206.184.251) is you PC IP to the local network, and (212.134.155.211) is the IP address –Client side- to the ISP.
