My jet ski still wont start?

i had the carburater redone so i know that not the problem

and i put new plugs in.........what else can i dooo

is it getting too much fuel? my seadoo boat runs on the same concept as a jet ski, we considered selling it cause it wouldn't start but turns out we pumped it too much. it may be flooded or maybe not even getting fuel
