My kenmore sewing machine bottom tension is not...

Question

I have tried evry tension setting and none change the bottom tension. I can pull the thread right through. Blown any dust particles out. Raised plate to see if anything stuck or in the way and saw nothing. Frustrated of course because I'm in the middle of a project.
