My land line is quiet on the callers' end.... please help, it's a business phone!!?

I have a shop with 2 lines and dsl. We've always had problems with the lines, and have had provider out many times. My biggest problem is that the person on the other end can hardly hear me talking most of the time, especially when I make the call, and especially long distance. I have filters on every jack, and it does it on both lines, not just the one. The provider has replaced my equipment on their end, and have replaced wires going to the business. All of my main phones are brand new, multi-line phones, but problem has existed with older ones as well. Any suggestions? It's very important because it's a business, and I spend a lot of time making phone calls. Also, cell phone users complain they get an echo on their end, but I never have any of these problems, I can hear everybody just fine. Please HELP!!! Thanks ahead of time!

Do you have a phone system? Panasonic?  Ive known this problem and cured it with a new system but obviously a lot of companies wont want to change the expensive bit.
