My laptop's touch pad is not functioning, does the warranty cover this?

My HP Pavillion laptop's touch pad is not functioning properly. It's a synaptic touch pad, the scroll feature does not work and if I use it, the cursor freezes. But I am still able to use a USB mouse and it becomes unfrozen. If I end the synaptic enhancement for the touch pad in the task manager, I can use the touch pad without any problems, but there are no enhancements.

Is this sort of thing covered in the warranty? I know it does not hurt to bring it in but I need the laptop for school.

Last time I brought a computer in it took 3 weeks to get it back. The button kept on coming loose and falling out, it took 3 weeks for them to fix it. All they did was stick it back in. I did that myself many times and it takes 3 seconds. Plus they fix it in store, they don't send it to the manufacturer.
