My laptop won't shut down properly!

Question

My new laptop wont shut down properly. I log off or shut the laptop down but, this part works fine and all the programs close, however, then the logging off page comes up but no matter how long i leave it it wont shut down completely which means that i have to turn it off without it properly shutting down. How do i fix this? Someone please help!
