  1. Yes and no. You need to contact the office and find out if there are any fines or surcharges related to your offense. I had more then one surcharge, a fine, and a reinstatement fee. I wasn't aware of the reinstatement fee or the other surcharges. So I went up to get my license TWICE before I finally was able to find out what all I owed, who I owed it TO, etc. It probably depends on what state you're in too. I'm in Texas.


  2. No, you were suspended for a certain amount six months, a year, whatever.  You will have to pay the fine and wait the amount of time you are suspended before you can drive again.
