i need help onblocking limewire i dosent let me connect because its behind a firewall how do i onbloked limewire to make it work again thank you

I have Norton 360 premier addition and I have gone in and allowed both Lime Wire and Music ECT> to allow but I am still showing fire wall with only 1 out of 4 or 5 bars showing green
