The Dark Emperor Structure deck and improve little by little

i started off with a water Structure deck

Water deck=Mobius the Frost Monarch

Dark Emperor =Caius the Shadow Monarch

he can try these

also he can consider getting any of the many Monarch structure decks

Try to stay away from booster packs to start with. Any of the Elemental Heroes decks are great to learn the game with while also having fun. Later, he can get boosters to supplement this.
