My mini-dachshund has been throwing up everytime she eats...if she eats a small portion she is fine!?

Definitely take her to the vet.  You need to make sure that she's okay.  She may need an x-ray to make sure she didn't swallow something that is obstructing food from passing through, which is life-threatening.
