my mom's 8 years driving license is suspended and taken by DMV. She is overstayed in USA. Cuz she is using IRS tax ID to apply the US driving license. Now the DMV and SSN is joint venture now. Is there anyone can help my mom to get a driving license again? how?"

Probably not. They are cracking down on those living here illegally having drivers licenses. I think there are only two or three states that will still give drivers licenses without a valid SS#. And that will end soon as the Real ID will come into effect. Anyone here without a SS# is going to have major problems.
