  1. This is a direct link to the search that Erica already mentioned.  Many have special needs, but not all, and they're up-front about describing any needs in the child's profile.

    Another thing your mom should consider is the possibility of adopting a sibling group.  They often have a hard time being adopted even though there are no medical issues.

    Or you can go to your state's child welfare agency and see if they have a photo listing.

    There are also Heart Galleries in most states and many of them have pictures online.  You can Google "heart gallery" and your state to see if you have one near you.

  4. Your state may have it's own website with children that are available through adoption.   You would want to contact your Department of Human Services - Children & Youth Division to see if they have a website.  You can also check:

Every older child being placed for adoption is a "special needs" child.  Why?  Because anyone would have special needs if separated from their family to due illness, abuse, neglect, drugs, etc.  But they still need to be loved and care for, and may also need "special care" such as counseling, visitation with a sibling or grandparent, need special education to get caught up after loosing ground from all the energy they had to expend toward survival.

    Have your mom type in -- her state, then adoption.  There will be a state website for your state, with adoption photolistings.  But remember, these will be severely special needs young children, and special needs older children.

    If she wants to adopt an infant, they rarely have special needs, but most of them are placed through private agencies.  And those fees can be high, as has been posted on may posts previously, even today.

Many of the children who have their pictures posted on the internet are special needs children, and it is done as a last resort because the agencies they are listed with are having a difficult time placing the child.  The best way to adopt a healthy child is to get in touch with an adoption agency.  I have two agencies I recommend.  #1 Family to Famiily Adoption Inc.  Their website is fam2fam.org.  My husband and I worked with them to adopt our now 9 month old daughter.  #2 Catholic Social Services.  You can find phone numbers for CSS in the yellow pages under "Adoption"  We are not catholic, but the reason we recommend them is because of the way they figure the adoption fees based on your income.  

    I can understand why you would not want to adopt a special needs child, but please understand that just because they are tagged "special needs" doesn't not mean they do not need love.  Special Needs also doe not just refer to medical problems any more, it can renge anything from a child who is a little behind developmentally, a child who had been available for adoption for more than a year, a sibling group, and the list goes on and on.  

    They need loving homes as well!
