  2. THROUGH GRANDPARENT:

    Applicant must produce Foreign Births Registration certificate issued by Dept. of Foreign Affairs plus applicant's passport

    NATURALISATION/ POST NUPTIAL CITIZENSHIP (PNC):

    Applicant must produce original naturalisation certificate/Post Nuptial Citizenship (PNC) certificate or Irish passport plus applicant's passport

    If your mother qualifies for this visa she can stay in Scotland for 5 years if she is a commonwealth citizen now. After 5 years she can apply for permanent residency if she has been employed for all of the 5 years.

    You don't say what country your mother is a citizen of. If she isn't a commonwealth citizen she is out of luck
