  1. It is most likely a dirty carburetor.  If you want to really fix it, remove the carb, take it apart and soak it in a good carb cleaner.  Blow it out with compressed air and make sure that the passages are clean.  Get a rebuild kit from a small engine repair shop and put it back together. Change fuel filters and make sure the tank is clean.

  2. Usually happens at higher rpm's , but it may have an air vane governor if it's older  and a lot of them do that.

  3. probably have dirt in carb--take air filter off and see if it runs OK, if not take off carb and take apart and clean out all the jets(little holes)--one grain of dirt will make it do that

  4. i would first take off the bowel and clean it out there maybe water in the fuel system if so it is going to collect in the fuel bowel clean it out with a paper towel. while ur taking it off look at the governor and make sure all necessary springs are on and it functions well. also it maybe as simple as to replace the fuel filter. it wouldn't be a bad idea to change the spark plug and also the air filter since your already doing work on it.

  5. Remove the air filter and check on how it runs.  If it runs okay, it is probably the air filter choking off the air supply.  If it does the same thing, check your fuel filter. Also, check for any water in your gas supply.
