My neighbor car loud music is driving me nuts, where to complain?

I live across the street from this neighbor who thinks he the coolest rapper or star in the world. Everyday, each morning and evening, he would blast his car stereo equipped with boombox I think to the max. It's too loud and always waking up my baby. I have never personally walk out to tell him just because my husband don't want trouble with the neighbors and suggest that I take my complain to the police.

His music is too loud that it vibrates in my own house. Seriously, at times I would think that my window will shatter and hope it does one fine day so that I can sue him.

So, where will I go to complain of this matter?
