My neighbour is starting to annoy everyone?

My neighbour has a dropped kerb and he does not like anyone parking near to it. I park just below about 3 foot and he says he can' t get out (enough room for a bus) he then parks infront of our house forcing us to park away from our property. I read that if you have a dropped kerb and a drive then you should not park on road. Is this true. No one has ever parked across his drive but he still thinks he has some God given right to all the road. He won't talk to me but he approches my wife about it. Short of knocking his lights out i don't know where i stand with this frustrating matter. Can anyone help????
