  3. No, you would have to have access to your neighbors Local Area Network (LAN), and you would likely need some sort of driver for the web-cam on your computer. You can't just "pick a camera" to look through. You would need to be granted access to it, and you would need to be networked to it. So far as I know, the camera would need it's own server if your neighbor wanted to share it on a network.
