My orchid has roots growing from the middle and top of the stalk is that normal?????

Plus it has not bloomed in maybe a year will it bloom again? my grandfather has not been taking good care of it while i've been gone. i don't even think he has watered it he says your not sapost2 .Is that true ? i think 2 times a year is a long time, but on the plus side the leaves are still green! please help!!!

Without knowing the type of your orchid it is hard to answer your question.

Many orchids have air roots, because they get the water over the earth roots, air roots, and leaves.

Some types f.e. grow out new small plants with air roots.

The flowering interval also differs from type to type. There are orchid blooming only once and others flowering all over the year and for many years.
