My packard bell laptop requires a boot up cd-rom

my packard bell model: MIT-RHEA-A runing of Windows XP operating system ''Crashed''. On startup F2 BIOS or F8 i changed the boot up order to boot from a CD in an attampt to re-install xp pro. I am requested to Insert a BOOT UP DISK ???
