  1. Does he have a cuddle bone?  They use that to file down their beak (and as I've noticed), sometimes the cere of their nose.  Otherwise, if the vet does not know what it is, then it could be some type of deformity?  Has he always had this with his nose?

  2. You definitely didn't take your parakeet to a proper avian vet. The avian vet you went to either ripped you off or wasn't a qualified avian vet. Visit http://www.aav.org to find the nearest REAL avian vet -- they will help you out no matter what. From what you tell, it seems like your budgie is quite ill and possibly suffering from a respiratory infection -- your budgie might have a cold at the very least, or possibly something worse. For the mean time, keep him warm, at 28 to 30 degrees Celsius (preferably under an infrared lamp), and give him with enough fresh water and a little bit of fruits and veggies. If he might be deficient in calcium, occasionally sprinkle a pinch of crushed egg shells in his seeds. And mist him with a spray bottle of warm water twice or thrice a week. But this is just first aid, you HAVE to take your parakeet to an avian vet, or else he may die. You should've thought of this before you got your bird.
