  1. yes it can be renewed.  You have to submit your old passport with the application form to the Passport office.

You have to apply for new passport as your old passport already expired in July 2007, Apply on new application form and attach your expired passport along with proof of residence and date of birth proof, and after police verification you be able to get new passport, IT is better to renew your passport before it expires, as it saves lot of paper work later on

  3. nowadays the procedure is to apply to pass port office with your old pass port reference along with the other necessary documents, and they will issue a new pass port mentioning the old pass port reference.  renewal now is just like applying for a new pass port only.

    Are you really serious in your question. If you are really interested to renew your old passport expired in July 2007, then you please note the following points:

         (1) You must be in possession of your old passport.

         (2) You must fill up the revised passport application

               form with photographs etc. The application form

               can be obtained from the passport office or any

               authorised agency on payment or down load from

               the concerned website.



              

          

         (4) You must be available with proper authentic document

               to prove your place of residence at least for previous

               one year ( i.e. Election commission ID, Ration Card,

               electricity or water bill etc.

          (5) Proof of Date of Birth (Fopr example, Date of Birth

                certificate issued by Muncipal/Panchayat authority

                or Matriculation/SSLC certificate etc.)

    Now you  can obtain passport in two ways (1) Ordinary type (2) Tatkal passport. All the details are available with the passport application and you may see from the website, for further action.
