As far as I know, all states have the same basic rules to get a license. You only need to have a valid permit and pass the driving examination. They will try to distract you and make you make mistakes so they can fail you. Be sure to tell them it's your second permit and they may cut you some slack...

omg this just happened to me!

my friend said that if you only wait like a week or two after it expires then you can just go and get your liscense but if you already got a new permit idk.

i didnt get a new permit.
