My pet goldfish just floats motionless on the surface. what can i do to make him more active?

poke him with a 9 volt battery.  Or maybe some wires hooked up to a car battery. It also helps it turn him from a gold fish to a gold fish with black spots.

Add some rocks and hiding spots.  Depending on the type of fish, you might ask an store specializing in fish to recommend a good community fish to pair up your pet.  Perhaps taken together, it might be the stimulus he/she needs.
