  1. You don't want to swim in that water until your chlorine is between 1.0 & no higher than 5.0 with 2.0 - 3.0 being ideal.  You want your pH to be between 7.2 & 7.6 with 7.4 being ideal.  If you are talking about a small pool, 5,000 to 10,000 gallons, you should add a pound of soda ash every couple hours until it gets to the right level.  If your chlorine is that high the most economic way of fixing it would be to drain half the pool and add fresh stuff.  There is a chemical that will bring it down but it is really expensive.  Are you sure your kit wasn't reading 1.0?  At 10.0 it would either be REALLY red or even bleach out the dye so the water would be clear in the tube.  If it is 1.0 then you are set.

  2. Okay, you do not have to drain any portion of your pool. Simply wait a day or two and test the water. Chlorine levels drop from sanitizing and from being burnt off by the sunlight. The sunlight will lower your chlorine naturally. Once it gets down to around 5ppm it will be fine. If you have added cyanuric acid (labeled conditioner or stabalizer) you can get it once it reaches 6-7ppm. The main concern is your pH. At 6.8 it is considered acidic. Bad for you skin, eyes, etc. You need to get it to 7.2 for optimum chlorine use. It will be fine to swim in at 7.0. Anyways, I bet by the end of the day your chlorine level will be fine. Use soda ash or borax to raise the pH.
