My phone has froze up.

Question

my phone has froze up. it stopped in the middle of a phone call. now i can not turn it off or do anthing with it.the phone is lit up with a screen that shows the name of the person i was talking to and at the bottom of this screen i am asked to "decline" or "answer" however neither button get a response.
