To a different degrees, many students taking physics are hopelessly at a lose whether its their fault or their teacher's fault.  Assuming, however, that you are a student who studies hard, listens attentively, and does his homework diligently, then you must not be afraid to bring your problem with your physics teacher.  You can seek the advice of your parents as to how you will go about it or ask your school's guardian counselor for advice.  Your physics teacher, if he is indeed genuinely concerned about his students learning the subject, will certainly appreciate your bringing this matter to his attention.
