My pomeranian had a c-section 3 weeks ago and is in heat again is this normal?

Huh?  Your dog had a C-section and you did not have it spayed at the same time?  What are you thinking?

Get her back to the vet. They do not come back in heat that quickly.  If she has a c-section 3 wks ago, that means it's only been about 12 wks since her last heat, not normal. Get her to the vet! Sounds like something is wrong.

No,it isn't normal. It could be from the birth or it could be an infection.You need to take her to the vet and have her spayed.

Does your dog normally heat cycle every 3 months? If not then she is not in heat again and needs to be seen by a vet, secondly why wasn't she spayed when the c-section was done?

No it is not normal for her to be in heat again, but that is probably not what you are seeing.  Females often have a discharge for weeks after giving birth.  Your vet will be happy to do a follow up on her, call the office and ask.
