My puppy has bumps on her eyelids?

Question

i found her stray about 2 weeks ago ive been feeding her regularly and ive given her a flea bath and shes looking really good BUT

there are bumps on her eyelids..i know its not cherry eye because i know what that looks like.They started out to just be awkward bumps but now they have lost the hair and turned pink also they started to scab a little.They dont seem to bother her but i dont like the way they look.

you can kind of see them on her eyelids but now they're pinker and hairless.

Her name is Delilah im not sure what she is but i know she has to be part australian shepherd.

Shes adorable i love her..

and im out of state right now but ill be back home monday the 18th

my mom hasnt seen her yet and im not sure if she'll have money for the vet..

soo does anyone have any suggestions or guesses on what is it??

 my dog has 3 lumps on her eyelid and 2 forming on the other they are very flakey would any one know what it is.
