Are you talking about flux as in solder? Yes, solder made for electronics work has flux in it.

Yes, there is a little hole in the middle of the wire that has flux inside it. It sizzles when it gets real hot, which flux-less solder doesn't do. Soldering without flux is pretty difficult.
