Question:

My rare budgie has white feathers!?

He has some spots on himself where he lost feathers but it looks like white ones are growing in is he ok?

Not sure exactly what you are trying to say here.  Was he white or did he have white spots before?  Does he have visable bald spots?   If your bird has visable bald spots then that is never a good thing and he needs to go to an avian vet.   If you are saying he is molting and the feathers are coming back in a diffrent color this is not all that uncommon and not generally a problem.  If you are asking if there is something wrong because he is white or has white spots the answer is no,  pied (white and colored spots) and white or albino parakeets are fairly common.

    Edit: sounds like possible some type of scar.  Did he have an injury there or was he bald there when you got him.  Scaring can damage the pigment cells causing hair on mammals and feathers on birds to come in white rather than the normal color.   Again no major worry there, my main concern would be what caused the injury in the first place if this is the case.
