  1. They cost from as little as $10 up to..however much you're willing to pay really.

    It can be a bit tricky to fix for someone new to it all - Remove the gear cable from the derailleur, unscrew it from the mounting hanger, remove the chain, s***w the new one on, re-fit the chain and fit the gear cable to the clamp.

    Now is the tricky bit, setting the low and High limits and getting the indexing right:

  2. Basically if they really break you replace them. They aren't hard to replce but if your not familiar with bike gears you can easily get confused.

    Derailleurs run from about $15 for a chepo on sale to about $200 for high end stuff.

    A shop will charge about $20+ to install one and adjust the gears. Try the shedlon brown or park tools site for repair/replacement info.
