My recipe is just not right !?

The thing is lm playing Nancy drew danger by design, and lm stcuk on the cookie recipe part. And i think i know were i got it wrong. When it says 2 1/4 does that mean i have to put it in two times in the cup 1/4 ? Confused. I think i done everything right with the mint. Though.
