Does it roll when running?  If so

If it has a hydrostatic drive (pedal speed control) there is usually a lever on the back (hitch area) that you can pull to disenguage the transmission, because no foot pressure fwd or reverse = stop.

IF it a manual transmission (speeds 1-whatever) there is usually another shift for low/high/neutral to double your speed options.  So your drive shifter needs to be in neutral, and the low/high selector also needs to be in neutral.

look at the back of the mower see if there is a small lever pull it out and the mower should roll freely it is a safety thing built into mowers now if not on the back look up under the fenders and around back of deck for it
