My road bike rim size is 559 x 17 and the tire size is 700 x 20c. Does a 700 x 23c tire size would also fit?

You can go up to 23c if there is sufficient clearance in the frame. Depending on your bike it might be prettttty close.

Yes. My bike came with 700 x 23c and I removed them and fitted 700 x 20c so you can use either. I should point out that the difference between the two is micrometres- it's miniscule and frame clearance won't be an issue.

As they have said, 700c 23s should fit.  Take your bike down to your local shop.  They should have a set of wheels with 700-23s.  Pop them on to see what happens.

Virturally all road bikes will fit 23s no problem. And yes a 17mm wide rim will take a 23 as well. The difference between a 20 and 23 tire is 3 mm, to clear up any confusion about it.
