My roomate and i have to split the cable bill?

but he didn't pay the "set up", "connction" fee when the cable was first connected...he didn't pay because he doesn't want cable just now, he will want it in 2 months from now (we have our own rooms). so when he wants to share the cable, should i make him pay the "connection" fee i paid in the beginning?

In all fairness, YES.  Without you paying it initially, you wouldn't have it.

Maybe suggest to him that he make 2 months of small payments to pay that off so when he does want to "have cable", you'll just be splitting the monthly bill.

If it were me, I would ask him to get his own separate service from the cable company.  That way he would be responsible for any charges and, if he didn't pay his bill, the cable company would be the bad guy, not you.
