My roses seem to be dying from the base up with very little new sprouts. What to do? Yes, I water them.?

We water daily and fertilize 1x a month and they always seem to have black spots no matter what I try.

You will need the correct fungicide or the plant is a goner. One thing to avoid is getting leaves wet while watering since that encourages it.
