My rub on letters are not working?

i bought some rub on letters for my scrapbook and when i try to rub them on the paper they will not come off. is there anything i can do to make them work?? any suggestions would be greatly appreciated!

Check to see if there's some kind of clear liner on the "sticky" side; there might be something to keep them from rubbing off accidentally.

Don't ever buy rub on's again. I too have been robbed out of my money, buying rub ons. They are no good. Stick to stickers.
