Actually, if you have Leo rising then your chart ruler is the Sun. Scorpio sun sign has Pluto as a ruling planet.

Your chart ruler and sign ruler just take on more importance in the interpretation of the birth chart, added emphasis on those planets.

If that's not what you're talking about, then I don't know....

EDIT: Okay, re reading your question, I think you may be asking what a ruling planet is. So, each sign has a planetary "ruler" whose qualities are expressed most purely in that sign, because the qualities of the planet are mirrored by the qualities of the sign. So the rulerships are:

Aries: Mars

Taurus: Venus

Gemini: Mercury

Cancer: Moon

Leo: Sun

Virgo: Mercury

Libra: Venus

Scorpio: Pluto

Sagittarius: Jupiter

Capricorn: Saturn

Aquariius: Uranus

Pisces: Neptune

So, you'll notice that a couple of the planets rule two signs. Mercury's quickness is most closely mirrored in Gemini, it's analytical qualities in Virgo. Venus' love of balance and romance and art in Libra, it's love of comfort and sensuality in Taurus.

Some of the signs have old rulers as well (before the outer planets were discovered, they had to be ruled by something:)), so Scorpio is also ruled by Mars, Aquarius is also ruled by Saturn, and Pisces is also ruled by Jupiter.

EDIT again:): You're welcome:) Now, as Jung said, depending on what decanate your ascendant is in, Jupiter *can* be a subruler, but it's actually the second decanate of Leo which is the Leo/Sagittarius decanate and not the third, so from 10-20 deg. of Leo. If your ascendant falls between 10-20 deg. of Leo and is conj. Jupiter, then yes, Jupiter will take on extra significance in your chart, especially if Jupiter is between 10 deg. to 12 1/2 deg of Leo, which is the Leo/Sagittarius duad of the sign. I will agree with the interpretation of the meaning of the sun/jupiter decan of Leo, with the exception of the "loving beautiful things" part of it. With all due respect, it's always been my understanding that the appreciation of beauty is Venus' job, not Jupiter's. Please someone feel free to correct me if I'm wrong on that.
