My ruuning taillights are out in my 04 Maxima. Checked fuses and they are all good. ?

Also AC and CD lights on DAsh are out. Where is a good place to start to figure out whats wrong. Without taking it to dealership.

take it to a regular mechanic.

I thought running lights were only in the front, not the back.  When you turn your headlights on the tail lights come on too.  Call the service department of your dealership and ask them, but I don't think the back lights come on with the running lights.
