My s-video cable is not working properly !!!!!!!!!!!!!!!!!!!!!?

it is workig but not properly it is not the fn button and it is the computer systeme !!!!!!!(NTSC ,PAL , SECAME ...) my computer is a PAL and the tv is NTSC please give me an answer to this question not any other one . how do i change to NTSC viewing on my laptop ,and i could return it to normal any time i want !!

i dont know your driver, (ati,nvidia,etc) but as a general rule is you right click on the desktop, (the wallpaper not an icon) click on properties, settings tab you should see 2 monitors right click on the one that looks like a tv and you should be able to pick the standard, at any rate once you get to the setting tab it should be pretty common sense self explanatory.
