You can tie them to the table legs ...... Put them into flower pots with rocks to hold them down (and masking tape them to the side)

Well some balloon tips:

you can buy balloons at a dollar store and blow them up

or

you can go to a place where they blow them up for you. then you can fill them up with helium and they can float. you should also buy those fancy balloons that are like diffrent shapes and such.

Check your local party store. Many of them have rental helium tanks that you can rent. They also have hand blowers that you can pump up the balloons instead of passing out from air deprivation. Good Luck.
