My sister is getting ready to write an essay about gambling in Kentucky (which is illegal now) but right across the bridge in Indiana it's legal and she going against it in her essay. What would be some good reasons to keep gambling out of Kentucky?

Well, gambling addiction is a good angle.  There is overwhelming proof that new casinos cause an increase of addictive behavior in the region or at least bring it to light.  (The behavior may have been there all along, satisfied through other avenues.)

Also, contrary to Las Vegas legend, crime rates in casino cities, especially for petty $$$ crimes,  tend to go up and city services tend to get more expensive.

Finally, casinos tend to attract and foster a strong 'live for the moment' mentality ("What happens in Vegas ...") which can increase the profitability of, and number of, establishments like strip clubs and bars in the area, which may (or may not?) go against 'community morals'.  That same mentality will also cause a localized increase in prostitution and drug use, which will put a further strain on law enforcement.

On the opposite side of the argument (and she should address these also in her report, to show that she did full research):

The economic benefits of a casino are real.  They bring in tourism dollars, provide fairly decent paying service industry jobs (which can't be outsourced) and provide tax revenue.

The WORST form of gambling, in terms of highly addictive behavior, preying on the poor disproportionately, and minimum community economic benefit is .... drumroll please ... state lotteries.  I don't know if your home state has a lottery or scratch off tickets, but they are the worst (according to the government's own hastily-shoved-in-a-drawer report.)  It can take the wind out of arguments against casinos if proponents can point out that the state's own gambling enterprise is more harmful.
